The Failure of the 28-Article Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis sparked by the presentation of a new 28-point plan for ending the war appeared – briefly – to have been stabilised. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Negotiation and Warfare

The succession of conflicting incidents captured the harsh reality of the current period. By day, diplomatic battles are fought: positive announcements are released from different nations. Considerable effort is allocated on managing particular approaches. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the key method for achieving "settlement".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is able to track rocket firings from Russian territory, a ability enabled by timely intelligence. From vantage locations, defense planes that had been deployed to intercept incoming cruise missiles roared overhead – sophisticated military planes supplied to Ukraine by European allies.

Soon thereafter, Kyiv's air-defence systems thundered: multiple launches fired to intercept a Russian ballistic missile. This was a modern interception technology at work, presumably supplied through Western nations. Every firing jolts you unexpectedly, rattling buildings. The instant of fear quickly gives way to grim resignation: possibly the hostile projectile won't hit its mark this time, preventing destruction from catastrophe and further power outages.

Ongoing Risks

Soon after, a heavy machine gun fired at a unmanned aircraft close by, part of a mobile-fire group – probably Western-made equipment. Regrettably, the shots failed to hit the opposing UAV – it pressed on overhead toward its objective.

Periodically, this continued until dawn. Kyiv faced the daybreak reports: multiple fatalities, damage and utility failures in numerous residences as a result of the night's assault. As customarily, everyone still went about their day – experiencing conflict. But those entire period demonstrated Ukraine's vital need on international aid – a need that regional partners are demonstrably unable to replace in the immediate future.

Ineffective Peace Efforts

The 28-point plan from American leadership generated strong feelings, discussion and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.

Every new initiative from Washington follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually achieve victory. This trend will, no doubt, continue.

Political Considerations

It is easy to blame certain parties of repeatedly advocating Russian terms. But that does not seem to be the entire situation. American leadership works based on a assumption understood by experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The American government assumes that it is unfeasible to pressure the Kremlin to relinquish the land that it presently holds in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, US leadership does nothing to deter Moscow, through words or deeds, from assuming that the situation will not evolve additionally in its benefit in the coming year.

Conflicting Perspectives

Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their reason to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leader remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing people and territory but preventing a total frontline collapse until conditions improve in its benefit.

Existing Situation

Factually, there are no genuine requirements for a truce. Now, subjective factors are entering the equation: personal goals to mediate resolution and secure international recognition, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any proposal Kyiv finds unacceptable, so that their focus does not move to homefront challenges. And although their mission will now be significantly challenging after current events, it remains very improbable that this will modify their basic position.

These opposing factors are driving the talks.

Summary and Prospects

It took a only one week to kill the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, recent disclosures, all served their function.

While new plans based on old ideas are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and demonstrate certain reluctance to modify developments, if they remain united and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, largely rely on ongoing international assistance.
